Governor Noem Inspects Portland Immigration and Customs Enforcement Office With Conservative Personalities

The South Dakota governor, currently serving as the DHS secretary, inspected the Immigration and Customs Enforcement (ICE) facility in Portland on a recent weekday. While there, she observed a modest gathering outside, which differs significantly to the intense "encirclement" alleged by Donald Trump.

Accompanied by MAGA Personalities

Governor Noem was joined by a group of conservative influencers who were transported from the local airport to the facility in her official convoy. Her department has shared increasingly belligerent online posts depicting federal personnel conducting raids and using chemical irritants at protesters.

Portland police secured the area outside the building in the city’s south waterfront neighborhood before the Noem's appearance. A small group protesters, among them one wearing a costume of a chicken and another as a shark, were held back.

A song blared from a protest encampment down the street, with lyrics referencing Trump and allegations. A demonstrator yelled to a federal recorder recording from the roof, asking whether the Department of Homeland Security had been referred to as the "information ministry".

Reporting Details

Members of the press from mainstream publications were also kept at the police line outside, while the conservative personalities in Noem’s entourage—Benny Johnson, Nick Sortor, and David Media—posted online posts of the secretary participating in federal agents in prayer inside, giving a pep talk, and instructing a soldier of the militia to "Be ready".

Background Developments

Noem has repeated the former president's claims that the group of individuals—who have rallied in their dozens outside the office since June, including one in an inflatable frog costume—are "radicals" who have placed the building "in a state of siege", making the deployment of federal troops essential.

Yet, on last weekend, a court official in Portland prevented the former president's effort to federalize the state's guard, determining that the Trump's assertions that the largely peaceful city was "being destroyed" were "untethered to the facts".

A day later, the same judge, Karin Immergut—who was selected to the judiciary by Donald Trump—broadened the ruling to prevent National Guard troops from elsewhere from being sent in Oregon. She acted after Trump responded to her initial ruling by trying to deploy members of the California National Guard to the state.

Rising Conflicts

Following Donald Trump highlighted the modest but continuous protest outside the office and made inaccurate statements that Portland is "in a state of war", a growing number of his adherents, including conservative personalities, have turned up to challenge the individuals.

A number of these encounters have led to altercations and fistfights, resulting in detentions by the officers. A conservative personality was one of those detained after he sought to enter a demonstration site on a pavement near the office and was engaged in a fight over an U.S. flag. Sortor had earlier removed the flag from a demonstrator who was destroying it.

The charges against Sortor were later dropped after an protest in partisan press induced the leader of the legal unit of the DOJ, a department official, to threaten an investigation of the law enforcement agency over alleged partisan treatment.

Female protesters he was detained over a conflict with still have pending accusations.

Government Statements

Recently, Governor Tina Kotek, Tina Kotek, accused DHS agents in the site of trying to antagonize the crowds by using disproportionate amounts of chemical irritants in a residential neighborhood and inviting conservative social media influencers to film the crowd from the top of the site. "Their actions are meant to provoke," she commented.

Several of those MAGA-aligned figures were mentioned in a law enforcement document last month as "counter-protesters" who "constantly return and provoke the individuals until they are confronted or pepper sprayed" and decline "frequent warnings from officers to keep clear of" the group.

Influencer Activities

One influencer, a former journalist who changed careers as a right-wing commentator after being let go from his previous employer for plagiarism, published video of the secretary viewing from the roof of the ICE facility at the limited number of protesters below, including Jack Dickinson who dons a chicken costume to mock Donald Trump. He described the video of Noem observing the calm environment below: "Governor Noem faces off against radicals and a chicken-clad individual".

Despite the disconnect between the claims from the former president and the secretary that this facility is "besieged" from "homegrown extremists" and obvious footage of a limited group of demonstrators in harmless costumes, the influencers with her continued to refer to the demonstrators as threatening extremists.

Discussion with Law Enforcement

On site, Governor Noem also met with the law enforcement head, Chief Day, who has been portrayed as "politically correct" in conservative media for authorizing his personnel to arrest Sortor. In a digital announcement on the meeting, Benny Johnson asserted that the official had "sided with violent ANTIFA militants assaulting journalists and officers outside ICE facility".

The secretary's convoy then exited the facility past a handful of protesters on the street outside, including one wearing a animal wearing a hat.
